Webb Creek Utility District Wins Regional Competition for Best Discharge Water in the Region Two Years in a Row

Alcoa, TN – The Tennessee Association of Utility Districts (TAUD) held its “Best Testing Discharge Water Contest” for wastewater treatment plants at the Alcoa Service Center on Wednesday, March 2nd. This contest was held in conjunction with the annual Best Tasting Water Contest. Webb Creek Utility District won the Region 2 competition for the best discharge water for the second year in a row.

TAUD Region Two consists of: Blount, Cocke, Grainger, Hamblen, Jefferson, Knox, Loudon, and Sevier counties.

The utilities from Region Two submitting samples of their discharge water for competition were: the City of Alcoa/Maryville Wastewater Treatment Plant, Hallsdale Powell Utility District, Webb Creek Utility District and West Knox Utility District.

Mitch Loomis with the Regional Tennessee Development District, Mary Short with Rural Development Agency, Scott Holder with Tennessee 811, Greg Mize with TDEC, and Dorothy Rader with the City of Alcoa participated as judges for the contest. The discharge water samples were judged on their clarity, bouquet (scent/odor), turbidity and pH levels. Webb Creek Commissioner Robert Vick credited Wastewater Operator Vickie James for the District’s success stating “Vickie is a loyal member of the District staff and makes sure that wastewater discharges meet State of Tennessee requirements to protect the pristine condition of the waters of Webb Creek.” Webb Creek has been a loyal member of TAUD since 1984.

The Tennessee Association of Utility Districts is the oldest rural water association in the nation and serves as the Tennessee chapter of the National Rural Water Association. TAUD serves as a source of training, technical assistance, and advocacy to the over 400 water, wastewater, and natural gas utility members within the state. In Memoriam, G.H. Conner, Vice President

G.H. Conner, age 72, passed away August 26, 2010. G.H. was an auctioneer and real estate developer in business in Sevier County since the early 1960’s. He was an Army veteran and served in the Military Police in the Korean War. G.H. was a charter member of the Sevier County Board of Realtors and assisted the Friends of the Smokies as auctioneer for many benefit auctions. He served as the Vice President of Webb Creek Utility District from 2001 till his passing. G.H. was a great asset to the district and will be greatly missed by the Commissioners and staff.

Rate Increase — Effective January 1,2011 and April 1,2011

An independent rate study was conducted in 2010 by Raftelis Financial Consultants, Inc. Based on the study, district customers will see an increase in utility service rates over the next five years. The most significant increases will be for sewer customers. Beginning January 1,2011 the minimum water rate will remain the same, however, the overage rate will increase .26 from $3.77 to $4.03 / 1,000 gallons over the minimum of 3,000 gallons. Sewer rates will change to $62.54, based on a minimum 3,000 gallons, and the overage rate will be $9.14/1,000 gallons. Beginning April 1,2011 Luxury Campgrounds sewer rates will change to the minimum rate of $39.09 for 1650 gallons and $9.14/1,000 gallons over the minimum.

Webb Creek wins State Sanitary Survey Award for 2009

Division of Water Supply

Pursuant to the Tennessee Safe Drinking Water Act (Tennessee Code Annotated 68-221-701 et seq.), the Division of Water Supply conducts a sanitary survey of the waterworks system every two years.

In accordance with the “Sanitary Survey Manual for Community Public Water Supplies“, the facility received an outstanding numerical rating, placing it among the State’s top APPROVED water systems.

Webb Creek Utility District’s management and staff are commended for obtaining the highest score awarded by the Division of Water Supply.

Webb Creek Utility District Scored 100% in 2009.

Water and Wastewater Rate StudyRaftelis Financial Consultants, Inc. conducted a water and wastewater cost of service study for the district.

Rate Study Objectives:

  • Evaluate revenue sufficiency and cost equity of existing rate structure
  • Make water and sewer rates self sufficient
  • Base rates on cost of service and revenue stability and sufficiency
  • Identify opportunities for rate fairness and equity
  • Implement cost justified rates that fully support  system operations, maintenance, repairs, replacements, upgrades and expansions.

New Sewer Rates

Beginning January 2010 the sewer rates will increase as follows:
