Mr. Ball called the February Board of Commissioners meeting of WCUD to order at 10:03a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.

Motion to approve agenda made by Mr. Ball seconded by Mr. Conner and passed.

Motion to approve January 2009 Board of Commissioners meeting minutes and December 2008 financial report made by Mr. Ball, seconded by Mr. Conner and passed.

Outdoor Resorts of America was not present.

Mr. Sunstein reported the water loss for the month of January was 29%; a leak was located and repaired. District staff is working diligently locating leaks.

Motion to authorize manager with the assistance of Mr. McGill get best available quote and proceed with replacement and repair of part for the oxidation ditch made by Mr. Ball, seconded by Mr. Conner and passed.

Motion to authorize manager with the assistance of Mr. McGill get best available quote and proceed with repair or replacement of transfer switch for the wastewater treatment plant generator, made by Mr. Ball, seconded by Mr. Conner and passed.

Pugh and Company to begin FY 2008 audit March 9, 2009.

Motion to approve payment of Rural Special Districts, in the amount of $24,110.00 made by Mr. Ball, seconded by Mr. Conner and passed.

Mr. McGill stated the Utility Management Review Board (UMRB) meeting held February 5, 2009 on the Financial Recovery Plan regarding issues with Bent Creek Golf Village and Outdoor Resorts of America, the UMRB deferred any action until their April 2009 meeting. The district to meet with Outdoor Resorts of America and Bent Creek Golf Village prior to the April 2009 meeting to discuss the scope of the rate study to present to the UMRB.

Mr. Conner had no official report.

Mr. Ball had no official report.

Motion to adjourn meeting by Mr. Ball, seconded by Mr. Conner and passed at 10:55 a.m.
