Mr. Vick called the May Board of Commissioners meeting of WCUD to order at 10:04 a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.
Motion to approve agenda made by Mr. Ball seconded by Mr. Conner and passed.
Motion to approve April 2009 Board of Commissioners meeting minutes and March 2009 financial report made by Mr. Ball, seconded by Mr. Conner and passed.
Mr. Seagle of ORA thanked the Board of Commissioners for copying them the information sent to Raftelis Financial Consultants, Inc. April 2009 ORA meter reading reports were not ready will be made available to ORA as soon as the data can be obtained. Mr. Seagle questioned if ORA could obtain a FY 2008 audit? Mrs. Carver stated the audit isn’t completed the audit will be made available to the Board of Commissioners at the June 2009 meeting.
Mr. Holland, CNPOA stated that during the recent fire in Cobbly Nob he was made aware of the lack of water pressure in the district. Mr. Vick stated the district has been addressing this issue. McGill Associates preformed a hydraulic study for the district a few years ago to make the district aware of the capacity and volume of water the fire hydrants could produce. WCUD is a potable water district and is not a fire protection district. Mr. McGill stated that generally the district doesn’t have fire protection everywhere but they do everywhere they can. The changes needed to add a water storage tank beside the 68,000 gallon water storage tank this would have to be funded by the district’s customers. The district doesn’t have any obligation to provide fire protection but the district is willing to assist any way possible. Mr. McGill also stated that the Pittman Center Volunteer Fire Department has a good fire chief.
Mr. Seagle stated that ORA welcome pumpers to fill their trucks from their lakes.
Mr. McGill stated that he would be willing to assist CNPOA with a survey to provide fire protection. Mr. Vick stated the district anticipated this several years ago and there are maps of the system that show pressure zones throughout the system. The district would like to increase the tank on Pine Top Lane. The district is trying to assist Pennicle Vista with getting water but this would be the homeowner’s financial responsibility.
Mr. Rohde stated he was told that with a phone call from the district to Newport Utilities Board the pressure could be increased at the pressure reducer near Jacks Market. Mr. McGill stated no the district receives water at the county line and what comes thru the meter is all you can get. If the pressure was increased at that point it could potentially blow out the system.
Mr. Holland thanked the Board of Commissioners for their information and Mr. Seagle for ORA offering their lakes for an alternative water source.
Mr. Sunstein reported the water loss for the month of April 16%, 426,920 gallons. Two leaks were located and repaired.
Motion to approve commissioners, manager or his designee attends the Tennessee Association of Utility District annual meeting in Memphis, TN. made by Mr. Vick, seconded by Mr. Ball and passed.
Mr. Sunstein thanked the employees for all their hard work on the office and for coming in and working so diligently during the recent fire in Cobbly Nob.
Mr. Sunstein stated the district preformed as expected during the fire. The district notified Newport Utilities Board of the high usage.
Mrs. Carver had no official report.
Mr. McGill had no official report.
Mr. Vick stated the district employees have done a good job.
Mr. Vick presented a letter received from Colleen and Fred Cianelli of 806 Pall Mall Road to the Board of Commissioners. Mr. Vick questioned when the leak was repaired on Pall Mall Lane near the home of the Cianelli’s? Mr. Sunstein stated the leak occurred December 21, 2008 and February 24, 2009. Pressure was check at their house and there was 110 lbs. of pressure at their spicket.
Mr. Vick stated the Cianelli’s used 130,460 gallons of water the district’s leak was repaired months before their leak occurred, this house is a rental house and the water was used during the month of March 2009.
Motion to enforce the Leak Adjustment Policy by Mr. Ball, seconded by Mr. Conner and passed. Copy of letter on file in district office.
Laurie Contois of 3629 Lindsey Mill Road contacted the district because her sewer service line had collapsed. She was requesting the district repair the line because she gave a temporary construction easement to the district during the construction of the bridge and the collapse occurred where the heavy trucks were parked. Motion to repair the sewer line at Mr. Sunstein’s discretion made by Mr. Ball, seconded by Mr. Conner and passed. The district will get a hold harmless letter signed by Mrs. Contois before the work will begin.
Mr. Vick stated the district is getting behind on paving over their leaks. Mr. Sunstein stated the staff has been busy but will get the holes patched.

Mr. Ball thanked district staff for such a great job upgrading the district offices.
