Mr. Vick called the February Board of Commissioners meeting of WCUD to order at 10:02
a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.
Motion to approve agenda made by Mr. Ball seconded by Mr. Conner and passed.
Motion to approve January 2010 Board of Commissioners meeting minutes with changes and December 2009 financial report made by Mr. Vick, seconded by Mr. Ball and passed.
Barnes Insurance Company was not present.
Outdoor Resorts of America was not present.
Mr. Gary McGill was not present.
Mr. Jim Gass was not present
Mr. Sunstein stated the district had 47% water loss for the month of January 2010. One leak was located and repaired the leak lost approximately 80,000 gallons per day for approximately 11 days.
Mrs. Sunstein stated that Mr. Wayne Ball is doing a good job; pretty good worker will be on probation till April 12, 2010. Mr. Ball is learning the wastewater analysis testing pretty quickly.
The 2011 truck is on order and is expected to be ready mid February. The truck will be paid for out of the money market account.
Mr. Sunstein informed the Board of Commissioners that ORA sewer flow for January 2010 was 66,852. According to the flow charts the rain appears to be affecting the flow there was 5” of rain during the month of January.
Mr. Sunstein stated the manhole has been installed at ORA; the district has backfilled around it and is dressing up the area. The meter is not installed due to inclement weather. There will be an ORA representative as well as a factory representative on site when the meter is installed.
Mr. Tim Hall of ORA has noticed leaks in their water system and he informed Mr. Sunstein that ORA is metering their water wells.
Anything the district disturbs during the construction will be repaired after construction is completed. Mr. Sunstein recommended the district install a chain link fence around the manhole at ORA, the Board of Commissioners concurred.
Ms. Carver stated the 2009 audit by Pugh and Company will begin March 15, 2010.
The Tennessee Association of Utility Districts Legislative Conference will be held in Nashville Tennessee March 15th – 17th, 2010 Mrs. Carver and Mr. Vick will be attending.
Mr. Vick questioned the color coding of the district fire hydrants. Mr. Sunstein stated the coding is in compliance with the ISO coding.
Mr. Conner had no official report.
Mr. Ball stated district staff should go around the mountain everyday and check waterlines while the ground is thawing. Cobbly Nob Property Owners Association Security calls in any water leaks they find.
Mr. Sunstein to check on a new leak detector, the Board of Commissioners concurred.
Under unfinished business, Mr. Vick stated that Bear Foot is planning to build two more houses. As of today date they have not contacted the district office for water taps.
