Mr. Vick called the June Board of Commissioners meeting of WCUD to order at 10:02 a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.

Motion to approve agenda made by Mr. Ball seconded by Mr. Conner and passed.

Motion to approve May 2010 Board of Commissioners meeting minutes as changed and April 2010 financial report made by Mr. Ball, seconded by Mr. Conner and passed.

Mr. Franklin presented the 2009 audit to the Board of Commissioners for review and approval.  After a lengthy discussion Mr. Vick made a motion to approve the 2009 independent audit as prepared by Pugh and Company, seconded by Mr. Ball and passed.  Mr. McGill stated the re-allocations that were developed during the recent rate study is in conjunction with the financial recovery plan as submitted and approved by the Utility Management Review Board.  Mr. McGill also stated district staff did a good job with the water loss keeping it at 19% unaccounted for water during the fiscal year 2009.

Mr. Vick expressed concern that the legal expenses regarding the rate complaints against the district based on the 2009 audit results, have cost the district over $100,000.00.  Outdoor Resorts of America has 12 months without paying the volume  rate (over the minimum) charge that was approved by the Utility Management Review Board.

McGill had no official report.

Mr. Gass had no official report.

Mr. Sunstein reported the district had a 25% water loss, 600,000 gallons for the month of May 2010.  District staff is diligently looking for leaks. District staff will set a time and date to come in at 1 a.m. to try and listen to the lines and locate water leaks when homeowners and or renters are sleeping and water isn’t being used.

Pittman Center Volunteer Fire Department is reporting any water they are taking from the hydrants for fire fighting as requested by the district.

Mr. Vick stated he is very confident that strategically the district staff knows how to locate water leaks.

Mr. Sunstein reported that Outdoor Resorts of America sewer flow was 267,000 gallons for May 2010 down from the month of April 2010.

Ms. Carver reported that Don Adoue of Bear Foot Mountain Resorts had brought his copy of the plat for the resort by the district office.  Phase 2 as originally platted will not be developed it will be Mr. Adoue’s personal residence.

Motion to discard Gateway Computer and keyboard Model #E4300 made by Mr. Vick seconded by Mr. Ball and passed.

Motion to approve Wayne Ball to be added to the district credit card and Petty Cash account made by GH Conner, seconded by Mr. Vick and passed.

Mr. Vick suggested the district find an independent firm to conduct a personnel study in preparation for a future workshop.  Mr. McGill will find a person to do an independent study that will compare the size of the district to other districts of the same size.

Mr. Ball had no official report.

Motion to adjourn meeting by Mr. Ball, seconded by Mr. Conner and passed at 11:11 a.m.
