Mr. Vick called the March Board of Commissioners meeting of WCUD to order at 10:02 a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.
Motion to approve agenda made by Mr. Ball seconded by Mr. Vick and passed.
Motion to approve February 2010 Board of Commissioners meeting minutes with changes and January 2010 financial report made by Mr. Ball, seconded by Mr. Vick and passed.
Mr. Barnes presented a proposal for the districts 2010 insurance policy which includes Property, Inland Marine, Crime, General Liability, Law Enforcement Activity Liability, Public Officials & Management Liability, Auto and Excess Liability. Mr. Barnes stated the reason they did not attend the February Board of Commissioners Meeting was because they did not have the new policy for 2010. After a lengthy discussion motion to approve the 2010 insurance with Glatfelter Public Price Insurance, Barnes Insurance Agency agent made by Mr. Ball, seconded by Mr. Conner and passed.
Outdoor Resorts of America was not present.
Gary McGill had no official report.
Mr. Jim Gass was not present
Mr. Sunstein showed pictures of the new manhole and flow meter that was installed at Outdoor Resorts of America and is in operation as of 2/18/10. The new flow meter and the old flow meter are both being used at this time to record the data. Mr. Tim Hall of Outdoor Resorts of America was onsite when the meter was installed.
Mrs. Carver stated that Mr. Tim Kazmier owner of Kazmier & Associates, Inc. told her that the district had a very intelligent staff. In 30 years of doing business he has never worked with such a knowledgeable staff.
Mr. Sunstein stated the district had 33% water loss, 749,060 gallons for the month of February 2010. One leak was located and repaired the leak.
Mr. Sunstein to check on a new leak detector, the Board of Commissioners concurred.
THM and Acids testing was preformed the district was below the maximum level as required by the State of Tennessee.
All backflow devices have been tested for 2010.
Mr. Sunstein reported the Golf Creek bridge construction is still in process. He has contacted Blalocks about the paving of the bridge and to give the district a price on paving the driveway and parking lot. The Board of Commissioners suggested he contact Jonas Smelcer County Road Superintendant regarding paving of the road, Mr. Sunstein concurred.
The 2011 has not been received but should be ready any day now.
The next Board of Commissioners meeting will be March 2, 2010 Good Friday and will be held as usual.
Ms. Carver stated the 2009 audit by Pugh and Company will begin March 15, 2010.
Ms. Carver stated the district received 100% on the Sanitary Survey done by the State of Tennessee, Department of Conservation, Division of Water Supply, done by Mr. Greg Simcox.
The district won the Region 2 wastewater effluent testing contest, the region covers from Cocke County to Loudon County. The district received $200.00 prize money to be divided between all employees. The Board of Commissioners congratulated the district staff on the water and wastewater awards received.
Mr. Vick had no official report.
Mr. Conner had no official report.
Mr. Ball stated he is very proud of the staff the district has and all their hard work.
Motion to adjourn meeting by Mr. Ball, seconded by Mr. Conner and passed at 12:18 p.m.
