Mr. Vick called the May Board of Commissioners meeting of WCUD to order at 10:07 a.m. at the district office 3625 Lindsey Mill Road, Gatlinburg.
Motion to approve agenda as changed made by Mr. Ball seconded by Mr. Conner and passed.
Motion to approve April 2010 Board of Commissioners meeting minutes and March 2010 financial report made by Mr. Ball, seconded by Mr. Conner and passed.
Mr. Paine, questioned Mr. Sunstein regarding the fencing around the manhole at ORA, he requested it be 6’ high. Mr. Sunstein concurred. The district will put all the grounds back to their original condition.
Mr. Paine, questioned if any comparisons were made between the new and old flow meters at ORA. Mr. Sunstein stated the new meter appears more accurate. Mr. Vick stated the district should be maintaining the meters as required. The new flow meter was installed February 2010, the full 12 months data will be received as of March 2011.
Mr. McGill had no official report.
Mr. Gass stated the State of Tennessee Attorney General’s office filed a motion to dismiss the findings of the Utility Management Review Board. The hearing was scheduled for today at 9a.m. but was cancelled.
Mr. Sunstein apologized for missing the April meeting.
The district had 23% water loss, 611,000 gallons for the month of April 2010. District staff is diligently looking for leaks.
Mr. Sunstein reported that Outdoor Resorts of America sewer flow was down for the month of April 2010.
There was a brief discussion on Bear Foot Mountain Resorts they have installed a pressure pump on their side of the meter; there is 74 lbs of pressure at the meter.
Mr. Ball questioned if there was any possibility the district was losing water at Bear Foot Mountain Resorts? Mr. Sunstein stated no all their lots are metered.
Ms. Carver stated the 2009 audit is almost completed and will be presented at the June Board of Commissioners meeting for approval.
Ms. Carver received three sealed bids on the 1992 Dodge truck. Ms. Carver opened the bids and stated that Mr. Clifford Ball bid $501.00 which is the high bid. (All bids are on file in the district office). Motion to accept the bid by Mr. Ball, seconded by Mr. Conner and passed.
Motion to approve any commissioner and staffs as approved by the district manager attend the Tennessee Association of Utility District annual meeting made by Mr. Vick, seconded by Mr. Ball and passed.
Mr. Vick had no official report.
Mr. Conner stated that Tennessee Department of Environment and Conservation stated the district has an outstanding staff that does anything quickly as requested by them. Mr. Conner made a motion to make Janice Carver Assistant Manager, 2nd by Mr. Ball and passed. A workshop will be held in October to review policies and employee handbook.
Mr. Ball questioned the case that was to be heard in Sevierville Chancery Court today. Mr. Gass stated the State’s Attorney General’s Office has filed a motion to dismiss the findings of the Utility Management Review Board, the case has been cancelled.
Under new business, Mr. Jerry Valentine questioned if the district was changing their health insurance before January 2011? Ms. Carver stated the only thing changing will be the pharmacy plan as of July 1, 2010 the health insurance will remain the same until January 1, 2011.
Motion to adjourn meeting by Mr. Ball, seconded by Mr. Conner and passed at 10:46 a.m.
